Construction Counselors
For more than three decades, Davis & Bucco P.C. has served the construction, business and commercial communities throughout the mid-Atlantic region

Davis Bucco Makara & Dorsey is a Pennsylvania-based law firm that focuses its efforts on a variety of practice areas, including construction, business and commercial law.

Davis & Bucco P.C., which now goes by Davis Bucco Makara & Dorsey (DBMD), focuses its efforts on a variety of practice areas, including construction, labor, business and commercial law. With a wealth of expertise and a philosophy of client advocacy, the firm has established itself as a trusted partner in legal matters big and small.
Established in 1990, Davis Bucco Makara & Dorsey is a commercial litigation and transactional firm that counsels general contractors, specialty prime contractors, subcontractors, design professionals, owners, developers, construction managers, suppliers, sureties and trade associations in all matters relating to the construction industry.
DBMD practices throughout Pennsylvania, New Jersey and Massachusetts. It is based in the Delaware Valley, and has offices in the Lehigh Valley and Reading areas.
Knowledge, Experience and a Pragmatic Approach
Founding Partner Paul A. Bucco emphasizes the firm’s decades of experience in construction, commercial and labor law. He notes, “With the exception of tax matters, Davis Bucco provides all legal services your construction company may require, including dispute avoidance, litigation, contract development, labor relations, transactions and business formation. We operate with a strategic and pragmatic approach, applying knowledge and experience to help you avoid problems and develop effective solutions when problems occur.”
Bucco and Dave Davis, who unfortunately passed away in 2018, started the firm primarily to do construction litigation, corporate litigation and zoning litigation. Bucco says, “We both had a number of construction clients at the time, and we thought it was a good fit. Between us over the years, we had relationships with the Associated Builders and Contractors Association, General Building Contractors Association, the Employing Bricklayers Association, Concrete Cutters Association and the Resilient Flooring Association, among other entities.”
In speaking to the firm’s overall approach, Bucco explains, “We like to take the role of counselors as opposed to attorneys, so that we can look at the entire picture as opposed to trying to rewrite the law or dig our heels in and try to prove a point. We offer counseling as opposed to beating our chest, trying to say that we’re going to litigate every issue.”
A Team of Experts Take the Lead
Today, Bucco and his partners, David Makara and John Dorsey, uphold the firm’s commitment to their clients and to the industry at large. Of note, DBMD appeared before the Pennsylvania Supreme Court to argue a precedent-setting mechanic’s lien question. Additionally, the firm was recently appointed to the Conshohocken Board of Code Appeals, and has been named to Drexel University’s Construction Management Program.
With decades of proven experience and a strong focus on client advocacy, the firm has established itself as an accessible and trusted partner in legal matters of all sizes. DBMD also lectures for the Temple University Small Business Development Construction Program, as well as various construction industry trade organizations.
